The Philippines Overseas Employment Administration (POEA) is a government entity that regulates, controls and supervises the recruitment and deployment of Filipino workers for overseas employment. POEA is also the lead government agency tasked to monitor and supervise all recruitment agencies in the Philippines.

Yes, Profile is a licensed recruitment agency with POEA License No, 070-LB-031212-R valid until March 7, 2016. As a licensed employment service provider, Profile is regulated by the government administrative and regulatory body, the POEA. This regulatory body requires that any recruitment activity in the Philippines intended for overseas employment must have the "approval" of the POEA. Without its approval, the overseas recruitment company is deemed illegal.

There are 6 steps:

  • Contact Profile Overseas Manpower Services Inc. In this website, visit Job Seekers, Employers or Contact us Page.
  • Verification of Documents. The Foreign employer/principal presents required documents to the Philippine Overseas Labor Office (POLO) of the host/hiring Country for verification and attestation. The POEA required documents to be submitted to POLO are: Manpower Request, Recruitment Agreement, Master Employment Contract, Special Power of Attorney, copy of Commercial License and Passport copy of the authorized employer representative.
  • Registration of Employer and Accreditation of Job Order. Verified documents from the POLO are sent through courier to Profile Manpower in the Philippines. Profile will process the registration of the employer and accreditation of job order with the POEA.
  • Screening Stage. Profile will screen applicants to match employer's requirements. Profile and employer will evaluate the applicant's CV, conduct interview and trade test (if required). Successful applicant will be presented with a job offer and a medical screening will be undertaken.
  • Documentation Stage. Involves submission of relevant documents for work visa application to the embassy of the host country.
  • Departure Stage. Worker undergoes a pre departure orientation seminar and is issued by POEA an Overseas Employment Certificate. The worker is also registered with Overseas Workers Welfare Administration (OWWA).

The processing fees of the worker's application and POEA-mandated fees are to be settled by the employer. POEA Governing Board Resolution No. 2, series of 1998, and POEA Memorandum Circular No. 14, Series of 1999, authorize a recruitment agency to collect from its hired workers a recruitment/placement fee "an amount equivalent to one month salary, exclusive of documentation and processing costs".

Countries like Australia, United Kingdom, Ireland, Norway, Canada, and the Netherlands do not allow the collection of placement fees by recruitment agencies from its Filipino workers because the employer pays the cost of placement and recruitment services. This does not include documentation costs. The prohibition is also applicable to agencies that are deploying Household Services Workers (HSWs), seafarers, and workers recruited through the POEA-GPB.

The worker may check a company's license, job orders, placement fees, employment contract, as well as Official Receipt with the POEA. He can also inquire if his recruitment company is in the list of licensed agencies with the POEA Assistance and Information Center.

Yes. The worker needs to file a complaint with the POEA and he may give the agent's contact information along with the agent's recruitment firm for investigation.

If the employer gives the worker a job different from the one the worker has applied for, the worker can request to have the contract terminated. Afterwards, he can file a complaint with the POEA against the agency for recruitment violations.

No. The agency does not have the right to hold an applicant's passport nor other documentations if a contract was not signed.

Yes, the Pre-Departure Orientation Seminar (PDOS) is a requirement for all Overseas Filipino Workers (OFWs). After completing the PDOS, a certificate will be issued and shall be submitted to the POEA with the other required documents before leaving the country.

The Philippine Overseas Employment Administration (POEA) is in charge of promoting and developing overseas employment. The POEA oversees and regulates all employment processes that are undergone by Overseas Filipino Workers (OFWs). Meanwhile, the Overseas Workers Welfare Administration (OWWA) is an attached agency of the Department of Labor and Employment (DOLE) and is in charge of protecting and promoting the welfare and benefits of OFWs and their dependents.
